Purpose of Position

This position is responsible for providing high-quality IT support to the University of North Dakota campus and its constituents and for ensuring all support is provided in a timely, customer-focused manner. This position is also responsible for providing oversight and acting as the liaison between UND and any vendor, providing management, service, and support to UND's network. The primary role of the Network Engineer is to provide the necessary assistance and expertise in planning, implementing, and documenting UND's network upgrades, staying up to date on emerging technologies, and collaborating with other IT professionals to ensure UND's network meets its operational needs.

Duties & Responsibilities

60% - Planning & Documentation 

  • Maintain up to date knowledge of current and future technologies and best practices by participating in educational opportunities, reading professional publications, and participating in professional organizations.
  • Provide advice and assistance to senior management in the planning, implementation, and evaluation of modifications to existing operations, systems, and procedures.
  • Provide input for the annual UIT budget for items not covered by the managed network service.
  • Develop and implement policies and procedures consistent with those of the college to ensure efficient, effective, and safe operation of key IT infrastructure.
  • Identify and document specific departmental network needs and ensure service level agreements are achieved.
  • Aid in the development of business continuity and disaster recovery plans and maintain current knowledge of plan executables. Respond to emergency network outages in accordance with business continuity and disaster recovery plans.
  • Prepare and ensure the accuracy of documentation, procedure manuals, and knowledgebase articles.
  • Write technical specifications for the purchase of new networking hardware and software products for items not covered by the managed network service. 

30% - Network Operations 

  • Oversee the ongoing design, operation, optimization, and upgrading of the college’s local area network, wide area network connections, and related systems (e.g., network defenses, network appliances, etc.).
  • Monitor and test network performance and provide network performance statistics and reports.
  • Provide Tier 1 network troubleshooting guidance and training to IT staff across the university.
  • Respond to incoming calls regarding network connectivity problems.
  • Participate in on-site analysis, diagnosis, and resolution of complex network problems for various end users.
  • Follow UIT's Asset and Change Management Processes for network assets. Create, maintain, and adhere to procedures for logging, reporting, and statistically monitoring network data.
  • Coordinate efforts with networking vendors and outsourcing agencies, maintaining good relationships and overseeing the "scope of work" contracts for outside assistance in network upgrades, wiring installations, etc.
  • Ensure organization and industry-related security standards are met.

10% - Other Duties 

  • Complete timesheets in a timely manner.
  • Document and update projects in TeamDynamix to track project progress.
  • Participates in on-call rotation.
  • Develop and maintain contact with people in key positions pertinent to other duties and responsibilities.
  • Attend conferences, webinars, and seminars.
  • Research new products and services that may benefit supported departments.
  • Maintain confidential information in all aspects of the position in accordance with applicable compliance requirements (FERPA, HIPPA, PCI Compliance, etc.). 

Required Competencies

  • Ability to participate in on-call rotations and, occasionally, nights and weekends.
  • Advanced knowledge of enterprise-level network and security systems and network admission control systems.
  • Ability to design and maintain a campus-wide enterprise-level wireless system.
  • Knowledge of Windows and Linux servers, server virtualization technology, and requirements analysis.
  • Knowledge of backup procedures, failovers, redundancy, and server planning.
  • Knowledge of monitoring and alerting on performance, status, availability, and latency of network and security equipment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.

Minimum Requirements

  • Bachelor’s degree in Information Systems, Engineering, Computer Science, or the equivalent of experience and education.
  • Experience in troubleshooting and diagnosing internetworks and related systems, including technologies such as TCP/IP, Ethernet, BGP, OSPF, DNS, DHCP, multicasting, remote access, etc.
  • Experience with disaster recovery and infrastructure deployment.
  • Expert Control Compliance: This position requires compliance with U.S. government export control laws and regulations. Preferred Qualifications

  • Bachelor's Degree in Information Systems, Engineering, Computer Science, or Telecommunications.
  • Experience working in an environment required to maintain confidentiality, such as HIPAA, FERPA, and PCI Compliance.
  • Experience with data center design and implementation, facilities management and design, network engineering, and network infrastructure.
