Purpose of Position

Reporting to the UND Associate Vice President and Chief Information Officer (AVP/CIO), the Deputy Chief Information Officer at University Information Technology (UIT) is a senior leadership position responsible for supporting the daily operations of UIT and contributing to the strategic direction, planning, and management of UND information technology (IT) initiatives. The Deputy CIO will work closely with the AVP/CIO to develop and implement technology strategies that align with the institution's goals and objectives while fostering innovation and promoting a culture of technological excellence. This role requires a deep understanding of higher education operations, strong technical expertise, and exceptional leadership and communication skills.
The Deputy CIO will oversee the operational units of customer support, infrastructure and operations, and applications and integrations.

Duties & Responsibilities

  • Leadership and Management
    • Serve as acting CIO when required and represent UIT organization in institutional forums. 
    • Oversee operational units including infrastructure, customer support, and enterprise applications. 
    • Direct hiring, mentoring, and professional development for a high-performing team with a culture of innovation and service. 
    • Build and sustain operational practices aligned with ITIL frameworks to ensure service consistency, quality, and user satisfaction. 
    • Establish, track, and report on KPIs for operational efficiency and service delivery. 
    • Collaborate with other senior leaders and stakeholders to understand their technology needs and develop solutions that enhance operational effectiveness 
    • Evaluate, approve, and oversee the implementation of highly complex technical approaches and solutions involving cloud applications, programming, integrations, infrastructure, security, and other elements of IT solutions 
    • Build confidence in IT by creating a track record of accomplishment. 
    • Develop and oversee budgets for assigned projects and any assigned operational areas 
    • Select, train, supervise, and conduct regular evaluations of all assigned personnel; ensure ongoing training for personnel to maintain up-to-date technical expertise 
    • Ensure adequate staffing and resources to provide high-quality services. 
    • Perform other duties as assigned
  • Stakeholder Engagement and Relationship Building 
    • Build strong, trust-based relationships with academic, research, and administrative partners. 
    • Actively engage campus stakeholders to understand evolving needs and co-create effective technology solutions. 
    • Facilitate transparent communication across IT teams and university leadership. 
    • Represent UND in IT vendor negotiations, statewide collaborations, and consortia opportunities. 
    • Perform other duties as assigned 
  • Strategic Innovation and Transformation 
    • Collaborate with the AVP/CIO in supporting and executing the university’s strategic plan 
    • Promote a culture that embraces innovation and encourages the IT team to challenge assumptions, experiment, and adopt emerging technologies. 
    • Challenge the team to think creatively and "focus on what’s next" in digital transformation. 
    • Encourage experimentation, pilot programs, and agile approaches to service improvement and new technology adoption. 
    • Identify opportunities to modernize legacy systems and implement transformative digital solutions. 
    • Lead strategic initiatives that support academic excellence, student success, research, and administrative optimization. 
    • Perform other duties as assigned
  • Governance, Risk Management, and Compliance 
    • Ensure ITIL practices such as incident management, change control, and service continuity are developed, documented, and followed across the organization. 
    • Support IT governance processes to ensure effective prioritization and alignment of technology investments. 
    • Ensure compliance with federal, state, and institutional regulations and best practices in cybersecurity and data privacy. 
    • Lead or support business continuity, disaster recovery planning, and risk mitigation strategies. 
    • Lead or support risk assessments and ensure IT services comply with security, privacy, and accessibility regulations. 
    • Perform other duties as assigned 

Required Competencies

  • Strong supervisory, project management, administrative, budget management, and technical skills are required.
  • The ability to maintain confidentiality with information processed, stored, transmitted, or accessed by the systems is required.
  • Strong knowledge of emerging technologies, trends, and best practices in higher education IT.
  • Proven ability to lead and motivate diverse teams, fostering a collaborative work environment.
  • Excellent verbal and written communication skills and proficiency in writing technical specification documents.
  • Sound understanding of information security and data privacy principles.

Minimum Requirements

  • Bachelor's degree from an accredited college or university in Computer Science, Business, Management Information Systems or a related field.
  • 6 years of progressively responsible IT leadership experience, including team management and operations oversight.
  • Demonstrated experience in implementing ITIL or similar service frameworks.
  • Strong background across technical domains including infrastructure, cloud services, applications, and cybersecurity.
  • Successful completion of a Criminal History Background Check

Preferred Qualifications

  • Master's degree from an accredited college or university in Computer Science, Business, Management Information Systems, or related field.
  • Experience in a higher education environment
  • 6 years of experience in one or more technology areas: System Administration, Network Administration, Service Desk, Cloud Solutions and Application Integration, and/or Programming/Web Development.
  • Certification or formal training in ITIL (e.g., ITIL Foundation or higher).
  • Experience with enterprise architecture and cloud infrastructure
