Purpose of Position

The Project Manager position for the Northern Plains Unmanned Aircraft Systems Test Site (NPUASTS) will be responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a project. This individual will act as a principal investigator and managing projects and initiatives as defined by the Executive Director and/or the Director of Research and Development. Responsibilities include, but are not limited to, planning and defining project scope, project budget creation and evaluation, participating in field project activities, overseeing/participating in data collection efforts, creating charts, schedules, documents, and reports, and insuring deliverables are met by project deadlines.

This position is key to presenting the image of the NPUASTS. Public relation skills are necessary and the ability to interact with people at all levels is required. Travel may be required and non-standard week hours occasionally may occur. In addition, motivation, confidence, high attention to detail, and the ability to be a self-starter are critical components to meet the demands of this position.

Duties & Responsibilities

  • Perform as a NPUASTS Project Manager
    • Manage projects, including but not limited to: a. Plan, design/shape, and implement projects. b. Prepare project budgets. . Maintain accurate tracking of project, goals, objectives, and deliverables. d. Ensure execution of the project with all NPUASTS Divisions. e. Prepare materials for submission to funding agencies, including any reporting requirements. f. Create charts, graphs, and schedules as needed to support the successful execution of the project. g. Facilitate and manage project meetings and appropriate support documentation for participants.
    • Perform various clerical duties including typing, note-taking, answering phones, preparing correspondence, and completing applications and forms.
    • Performs various editorial duties including writing, reviewing, and editing various materials for publication and use within the NPUASTS.
    • Prepare project-specific presentation materials for external conferences and meetings.
  • Supporting project deliverables and research
    • Keep up-to-date with UAS trends and direction through literature reviews, industry announcements and analyses, and policies and regulations.
    • Support data collection and analysis efforts: a. Collect, compile, process, analyze, and interpret data. b. Record procedures and results. c. Input and retrieve data using computers and other devices.
    • Assist with management, repair, and operation of supporting equipment for UAS Operations and data collection efforts.
    • Support UAS operations as required.
    • Review and proof technical documents, including monthly, quarterly, and annual reports. 
  • Support Business Development
    • Attend and participate in meetings and conferences.
    • Support developing relationships with potential clients.
    • Support initial concept/project shaping with clients to define a Statement of Work.
    • Support creation of new marketing materials.
    • Work with clients and vendors through the contracting process.
    • Develop business partnerships as needed. 

Required Competencies

Minimum Requirements

  • Bachelor's Degree
  • 2 years project management experience.
  • Experience with Microsoft Word, PowerPoint, and Excel.
  • Technical document writing and proofing experience.
  • Experience with budget development and management.
  • Successful completion of a Criminal History Background Check

Preferred Qualifications

  • Master’s Degree.
  • 4 years of project management experience.
  • Experience in aviation.
  • Experience with interagency collaboration at the state and federal levels.
  • Supervisory experience.
  • Experience in performing research.
  • Experience in research proposal writing.
  • Experience in the UAS field.
