Salary/Position Classification

  • $52,000- $60,000 annual, Exempt
  • 40 hours per week
  • This position will work onsite our Grand Forks, ND campus.

Purpose of Position

This position is critical for management of the complex administrative and financial operations of the Department of Pathology. This position oversees the administrative operations of the department, including strong interface with SMHS Administration and Finance, and Educational Resources. Strong working relationships are needed at multiple levels for administrative operations of the Forensic and Autopsy Pathology Service Grand Forks County, ND, North Dakota Department of Health and Human Services, and the referral counties and hospitals. This position manages staff, complex budgets from multiple agencies, a wide variety of projects, educational, clinical, and research initiatives. This position actively prepares and implements accurate budgets for all departmental resources which include State, Federal , and Private funding sources.

Duties & Responsibilities

Administrative Operations within UND SMHS including working with SMHS Administration and Finance, Grants & Contracts, and Educational Resources. Financial management and budget preparation of intramural and extramural funds that support the functions of the Department of Pathology

  • Financial management of SMHS funds awarded to the Department and referred to as appropriated funds.
  • Financial management of intramural and extramural funding.
    • Manage ND INBRE grants budgets
    • Manage NDSCR grants budget
    • Manage other departmental accounts or collaborative grants/contracts/accounts as assigned.
  • Manage local forensic funding, including supervision and oversight of billing, expenditures and contemporary balances.
    • Manage grants and contracts for forensic and autopsy services
    • Maintain contemporary record of contracts with hospitals, counties, and other entities regarding autopsy and forensic services.
    • Update fee schedule annually with concurrence of Chair of Pathology.
    • Develop, implement and maintain records management for all contracts for forensic and autopsy clinical service.
  • Assist with budget preparation and presentation to SMHS administration in concert with the Chair of the Department of Pathology.
  • Monitor expenses to assure compliance with all funding sources awarded to the Department of Pathology.
  • Attend and report on meetings with Administration on regulatory and financial matters tailored for Administrative Officers.   

Supervision of Academic Support Staff

  • Oversee procurement of commodities, products, and services, and management of
  • Supervise work that supports the cancer registry to ensure required reports are produced for the CDC and Department of Health, including progress reports and grant renewals.
  • Support work interactions with grants and contracts regarding grant submission, IRB, and IACUC protocols.
  • Supervise assistance with personnel action requests.  

Supervision of Forensic Support Individuals, including family advocate position under development

  • Supervise forensic billing.
  • Establish and oversee processes so that protected health information and confidential autopsy reports are secure, released only to the correct individuals in accordance with applicable state laws, particular autopsy consent stipulations, and in a respectful manner.
  • Supervise management of the student electives.
  • Supervise initial interactions with families , lawyers, and others involved in forensic investigations for contact with the assigned forensic pathologist, anticipating grief, shock, and other difficult emotions from families, maintaining professionalism and respectful interactions.
  • Ensure timely renewals of forensic contracts are met.
  • Assure protocols and processes for clinical respect and confidentiality.  

Required Competencies

Minimum Requirements

  • Bachelor's degree in accounting, finance, business, or appropriate field
  • 2 years of directly related experience
  • 1 year of experience in financial management or budget tracking
  • Experience in computer software, including spreadsheets, budgets, billing, and word processing; experience using Microsoft Office software (Word, PowerPoint, Outlook and intermediate to advanced Excel)
  • Successful completion of Criminal History Records Check
