Purpose of Position

The Environmental Compliance Manager is responsible for the management of environmental related programs; ensuring compliance with University Environmental program and develop policies and procedures specific to the environmental/ hazardous materials programs.

Duties & Responsibilities

• Manage the day-to-day operation of an environmental compliance program at the University, including updating and reviewing of the environmental policies.
  • Manage environmental projects ranging from North Dakota Department of Environmental Quality (NDDEQ) to National Environmental Policy Act (NEPA) review and documentation, including study/project design, scheduling to meet deadline goals, allocating resources, collecting data, writing reports, and communicating with team members such as facilities and contractors.
  • Take the initiative, resolve problems, and identify improved procedures to assure stakeholder needs are met.
  • Assist contractors and staff with the interpretation of current local, state, and federal regulations.
  • Devise methods to evaluate the environmental program and conduct evaluations, as well as compile statistical information to determine environmental priorities for UND.
  • Deliver responsive, high quality environmental consulting services to our customers.
  • Manage project requirements related to NEPA, Endangered Species Act, Clean Water Act, and other natural resource planning/permitting disciplines.
  • Conduct inspections, studies to identify hazards and audits to monitor regulatory compliance.
  • Identify, eliminate, or manage hazards as required by federal, state, and local regulations and guidelines.
  • Work with federal, state, and local agencies to facilitate the correction of environmental problems.
  • Conducts complex investigations for the purpose of characterizing the environmental impact of past and current University operations, including sampling plans, records searches, and issuance of work direction to other operations/organizations.
  • Annual Resource Conservation and Recovery Act (RCRA) facility reviews and Tier 2 reporting.
  • Oversee UNDs Underground Storage Tank and PCB program.
  • Based upon an extensive knowledge of applicable regulations and the ability to read and interpret regulatory requirements, recommends new or revised program activities to assure full compliance with current environmental management requirements.
  • Provides environmental oversight of contractors and remediation projects affecting storm water.
  • Responsible for supervising work of outside contractors during performance of asbestos, mold, lead and/or other hazardous waste removal and testing to ensure adherence to federal, state and local regulations as well as University policies and procedures.
  • Support and work with the Directors for Safety and of Construction Management to augment programs related to resource conservation, recycling, and pollution prevention programs including University sustainability initiatives.
  • Ensure site environmental processes and systems continuously improve to meet regulatory and organizational expectations and lead efforts to develop and implement compliance plans for new regulatory requirements.
  • Partner with Operations, the Office of Safety and Legal to address environmental issues and concerns at the site.
  • Maintain compliance with Environmental laws and regulations, including managing environmental impact assessments and reporting requirements for the University.
  • Investigates incidents that might have adverse ecological impact and initiates corrective action.
  • Provide support to occupational safety and health and occupational medicine programs and activities.
  • Prepare Air permits and permit renewals.
  • Conduct field audits to ensure activities/conditions are consistent with policies/procedures.
  • Perform sampling and analysis of wastewater and cooling tower water.
  • Good awareness of routine engineering drawing software (e.g. Auto CAD). 
• Manages the Universities regulated waste, chemical reduction and recycling programs.
  • Manage and coordinate with environmental service providers (waste management, waste minimization, and recycling) to ensure necessary services are being performed.
  • Manages the site's regulated waste management and recycling program and champions programs to further reduce the site's environmental footprint.
  • Monitors Power Office’s hazardous waste programs ensuring that: Waste streams are correctly segregated; Adequate temporary storage facilities are provided and utilized; Wastes are stored and shipped in a timely manner in approved properly labeled and manifested containers according to State and Federal regulations; Maintains accurate records; Procedures are kept up to date and reflect current policy and regulations.
  • Responsible for all hazardous waste documentation and manifests and stays abreast of Federal and State laws and regulations including Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), Comprehensive Environmental Repose, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA).
  • Monitor discharge of treated waste waters, and the management and disposal of hazardous waste and non-hazardous materials as directed by state and federal regulatory agencies.
  • Operate and maintain equipment to control solid, liquid, air and chemical waste.
  • Researches and evaluates potential new recyclable materials; research, evaluates, and promotes the development of the recycling program.
  • Provides technical assistance regarding recycling and waste reduction; develops and monitors contracts.
  • Analytical/troubleshooting skills to understand failure modes/root cause of chemical process and equipment issues.
  • Accountable to ensure all operations under area of responsibility are operating as per the local regulatory & University requirements/goals and oversee the related documentations & procedures are in place and implemented.
  • Team up with the internal quality, environmental, IH and safety teams to ensure all company/legal requirements are met or exceeded, including all 3rd party assessment/certification such as ISO 9001/ISO 14001.
  • Manage all site waste management activities in terms of hazardous Waste labeling, collection, storage, and external disposal to ensure full legal compliance.
  • Develop and implement strategies, programs and treatment processes to reduce/reuse/recycle site scheduled wastes disposal cost. 
• Provide training on various Environmental and Hazardous waste topics.

Minimum Requirements

• Bachelor's Degree in Environmental discipline, Occupational Health and Safety, Engineering, Chemistry, Industrial technology/Hygiene OR five years of directly related experience.
• Professional experience with Environmental Management
• Professional experience in Hazardous waste/ materials disposal and/ management.
• Experience with EPA, NDDEQ or other State environmental regulations.
• Successful completion of a Criminal History Background Check

Preferred Qualifications

• Be any of the following a: Certified Industrial Hygienist (CIH), Master Safety Professional (MSP), Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM).
• ISO 9001 Quality Management System or ISO 14001 Environmental management systems Certification.
• Experience with Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), Comprehensive Environmental Repose, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA) and Clean Air Act.
