Aircraft Dispatch Manager/TSA Trusted Signatory Agent - Internal Only

Salary/Position Classification

  • $65,000+ annual, Exempt
  • 40 hours per week
  • This position will work onsite.

Purpose of Position

The Dispatch Manager is responsible for the Aircraft Dispatch department, the TSA ramp security badging at UND Flight Operations, and liaison to other operational aspects. The Aircraft Dispatch department manages the daily flight training schedule, the assignment and dispatching of aircraft to student flight labs, and billing of student flight training fees. The Dispatch Manager works with other departments at Flight Operations to manage a fleet of over 100 aircraft. The Dispatch Manager is also responsible for operational aspects that includes liaison for the student airport shuttle and employee computer hardware.

Duties & Responsibilities

  •  Manage Aircraft Dispatch Operations:
    • Manage, hire, train, and supervise a team of full and part time employees during all hours UND Flight Operations is open for student flight training.
    • Ensure students and employees are dispatched aircraft efficiently and accurately.
    • Participate in the daily oversight and management of aircraft fleet and student flight training operations.
    • Oversee the aircraft flight schedule and student flight lab assignments.
    • Oversee the invoicing of student flight training fees.
    • Coordinate aircraft fleet actions with the aircraft maintenance and line support departments.
    • Assist the Director of Flight Operations, the Director of Aviation Safety, and Chief Flight Instructors as needed.
    • Assist with aircraft accidents and incidents as appropriate.
  •  Manage Ramp Security Badging and TSA Security Requirements:
    • Remain up to date of all Federal TSA and UND Flight Operations regulations, policies, and procedures. Implement changes ensuring all regulations are being met.
    • Coordinate other UND employees to be TSA Trusted Agents and provide training and guidance.
    • Manage all aspect of TSA Badging and Security Awareness as required per federal regulations.
    • Responsible for planning and conducting required TSA badging audits and report findings.
    • Coordinate the issuance of renewed badges as required by TSA regulations.
    • Conduct required Initial and recurrent TSA Security Awareness Training as required under 49 CFR Part 1552.
    • Manage all records requirements for TSA Badging and Security Awareness as required. 
  • Other Operational Actions and Functions:
    • Coordinate and monitor computer repairs with Academic Support Services for employees throughout Flight Operations.
    • Coordinate new computer distribution for employees and departments.
    • Determine computer and printer needs throughout Flight Operations except maintenance
    • Coordinate airport shuttle services with UND Transportation and the UND Supervisor of Flight (SOF).
    • Report any concerns or operational changes to UND Transportation.
    • Coordinate with AIMS software development team as needed.
    • Coordinate phone service needs and cancellations at Flight Operations as needed.
    • Manage the records retention of Flight Operations dispatch and TSA badging and security requirements.
    • Develop annual budgets. 

Required Competencies

Minimum Requirements

  • Bachelor’s Degree.
  • Three years experience in management and the supervision of employees.
  • Three year’s experience working in a FAA Part 141 environment
  • Experience with Microsoft Office, Word, and Excel.
  • Experience with UND Aerospace operations and flight training programs.
  • Experience with UND Policies and Procedures including but not limited to travel, human resources, purchasing, and safety protocols.
  • Experience with UND Aerospace Aviation Information Management System (AIMS) software.
  • Successful completion of a Criminal History Background Check

  • Previous aircraft dispatch experience.
